Addressing world leaders at the 17th BRICS Summit, Prime Minister Narendra Modi delivered a strong and unambiguous message on global terrorism. With clarity and resolve, he declared, “There should be no hesitation in imposing sanctions against terrorists.” The Indian Prime Minister’s remarks were met with attentive silence and subtle nods of agreement, reinforcing the gravity of the issue and the importance of collaborative international action.

For years, India has been vocal about the need for a global response to terrorism. But at the 2025 BRICS summit, hosted in Kazan, Russia, PM Modi’s words echoed even more firmly. According to him, international forums like BRICS should lead the charge in setting the tone for counter-terrorism strategies. He welcomed the inclusion of new member countries into the BRICS fold and encouraged them to support a consolidated front against global terror.

India’s Zero Tolerance Approach
In his speech, Modi also spoke about India’s own zero tolerance policy towards terrorism. He highlighted how India has strengthened internal security, improved intelligence sharing, and modernized its counter-terror frameworks in recent years. “Terrorism has no borders, no religion, and no justification,” Modi reiterated.

He particularly emphasized the need to list terrorists and terror groups under international sanctions without politicizing the process. This was a direct reference to earlier occasions when some nations, particularly China, had blocked efforts to blacklist certain Pakistan-based terrorists at the United Nations.

Terror Funding and Cyber Threats
Another critical area PM Modi touched upon was terror financing. He urged BRICS members to work together to curb illicit financial flows and block funding sources for terror networks. In addition, he warned against the increasing use of technology by terrorists for recruitment and radicalization. “Cyberterrorism is the next big threat. We need to collaborate on cyber security and build digital firewalls,” Modi added.
